I don't know much about file formats when it comes to video.
I am looking to get a capture card and capture some video from my xbox 360 (rock band, guitar hero 3) and want to pick out a good capture card, that gives me high quality.
I was wondering what formats scratch the best, and what ones load the best, and also the quality of the sound and video is fairly important.

Raw dvd file.. ripped straight from the DVD, either as VOB or renamed as MPEG2 (same thing).
Users have also have had good experience with compressed videos, such as DivX6...
but for best quality, best performance, original is best ;) Like wave to audio (kinda)
If you need to compress for space savings on drive, choose DivX, Xvid or Mp4.
If you want to CAPTURE video, like you are saying, choose the screen resolution that you want (DVD ratio, or HDTV ratio, if you plan to show on external screens, or Windows screen size if you want to mix only on your pc... ) Capture the file as mpeg2 for best quality, or divx for compressed good quality.

I own Virtual DJ home edition. My Audio/Video(VOB File) is out of Sync. What's The problem?

Probally a weak video card or not enough memory or a slow processor.

Intel Quad Q9300 cpu (2.5)
Nvidia 8800gts 512mb OC video card
4 gb ddr2-800 Corsair Dominator Ram (3gb usuable since it's XP 32-bit)
XP Home for an OS
I have tried scratching video, and nothing slows this pc down.
I'm just looking for great quality video, as well as a good inexpensive capturing and also an editing software.

If you want to able to play backward or scratch you will need a codec like Picvideo MJPEG. MPG2 works, but not so suitable.

WOW nice system man!!! Off the subject a lil bit have you tried Vista on that monster??

I'm not sure on the best quality, but I've had fairly decent results with a winfast DTV1000 pci card. It's mainly a TV card, but it's got an S-Video input for recording. And the software has some decent presets for different video formats, so it's easy to just set it "DVD quality".
