TRYING TO ENCODE AT 192KBPS AND PROGRAM LETS ME CHANGE BITRATE SETTING FROM 128KPBS TO 192KBPS; HOWEVER, ALWAYS CREATES AT 128KBPS.

NO ONE SEEMS TO HAVE ANY IDEAS WHAT COULD BE THE CAUSE. ANY IDEAS?
