CoolEdit does the trick or you can get MP3Gain which is much simpler but doen't do anything else.

I use Easy CD-DA extractor (with convertor). Convert and normalize at the same time.
Many French users use "dBpowerAMP Music Converter" which works fine. Convert and normalize at the same time too.
Normalize manually with CoolEdit (f. ex.) is better method.
