It's a 14 minute video on how to create a DJ set.

You're asking if it's possible to create a DJ set in DJ software?
 
I want to do a dj mix using small loops from diffrent songs (hot cues) and scratch over them.

Make sense?
 
Yes, you can do that. There is even a scratch bank in VDJ where you can load scratch samples.
