Can a specific video skin be assigned to a specific video? Say I am playing a music video to an oldies song and I want to use the retro tv skin to frame it; but I only want it for specific songs....

Set a POI to set your old TV vskin at the start of the track then another one at the end to change it back. Syntax below:
setting "videoskin" "nameOfSkin:Variation"
setting "videoskin" "nameOfSkin:Variation"
