I have a question about moving VDJ to a new laptop. I have moved over all of the files under "Documents\VirtualDJ". Is there a way to have the VDJ program look in the history to determine "last played" for the songs and find my most played songs and so forth?

If you copied over to same location, also the music files, it should already be that way..
Is it not working for you?

Unless your music files are located inside "Music" folder of your OS.
In that case you need to restore a backup of the database (VirtualDJ's built in function) so that it reads and updates the new location (because the full path of "Music" folder uses your Windows Logon username in the path)

Whenever I get a new computer, I copy the VDJ Folder from my old computer and then paste it into the newly downloaded VDJ on the new computer. All my settings, cue point, images etc. are there. It looks and acts just like my old computer.
