could you broadcast with virtual dj to dutch local fm car radio channel's?

If you've got FM broadcasting equipment and an FM broadcasting license, yes.
 
is there a way to do it without equipment but with the license?

for example to 100.04

How could you get a fm broadcasting license without knowing anything about the equipment?

Also I'm pretty sure you are not allowed to take over frequencies in use by other radio stations.

If you want to broadcast on radio veronica it would be best to ask them about getting your own show on their station

You might want to be more clear about what you want to do exactly.
If you want to start your own radio station then no, and it is not really specific to virtualdj either
