Master Video effects: Overlays: Camera...when using webcam having the option of a virtual background like in video conferencing (Zoom, Skype) If you broadcast live streaming you can use the camera function with a still pic or video.

You can already do that ;-)
Either still image or video as background with the SlideShow video effect (can be 1 or many)
Or the ScreenGrabber video effect to grab anything live... chat, Skype call, twitter stream.. . your choice ;-)

can be done for a couple of things, shaders, a set list of pictures
just a video skin [if you mean the real vSkin background, not needed if you just mean camera background] and a virtualfx configured similar to AOVss.ini that put out a few weeks back
