My ex-boss just purchased 2018 to use at his club and says the HC4500 is playing both decks out of Channel 1/2 even though I see on the screenshot he sent me deck 1 is chan 1&2 and deck 2 is chan 3&4.

When using WASAPI (as you have to with VDJ, due to the age of the unit):
1) Check that Windows is not using the HC-4500 as default audio interface.
2) Set the HC-4500 audio (via Windows audio config) to four channel aka quadraphonic.
3) According to other threads here, exclusiveAudioAccess needs to be set to 'yes'.
