Yes, there's no discount for already having a home license.

why can’t you upgrade your license? I would have bought a pro license if I knew that. Why wasn’t that fact well stated?

It doesn't state that you can get a discounted upgrade on your license, so why would you think otherwise?

Why wouldn’t you think otherwise? It’s the same software with a few new things enabled. I would have bought the pro edition if I knew that. Seems kind of shady to me. It should be blatantly obvious and unmistakably stated.
