Last week my system would get 30+fps on the skin and video output screen. I just updated to v8.2.b3671 and now (unrelated or related idk) it's only getting 17fps on both screen and output screen. I noticed in video settings, it's got the primary video card selected (not 6490 mentioned below) and I can't see how to change it. There's only an "X" on the line in options, and if I just type in the driver I want to use, it just goes back to the primary video driver.
How do I tell VDJ to use my dedicated Radeon video card?
Win 7, Intel i5
2G Radeon (HD) 6490M

There should be some setting in the ATI Utilities panel to select the Radeon instead of the default graphics driver
Found this on the Internet...
1) Look in Windows Control Panel. You should see Catalyst Control Centre.
2) Open that.
3) Click “Power” and select “Switchable Graphics.”
4) Choose an application from the list or browse and select an application and assign the appropriate GPU.
and here is another thread you can find more details .. http://en.community.dell.com/support-forums/laptop/f/3518/t/19474269
