I use the xdj r1 and have no problems.
My laptop is low spec. and I can scratch ok.
Maybe I can help.
I remember having a lot of trouble setting it up for VDJ.`
Have you upgraded the xdj r1 firmware?
If you have not already downloaded the latest Pioneer sound card driver it might help.

What are the specs of your laptop?
The xdj r1 works very well with vdj8.
Better than Rekordbox!
The main problem I had was understanding what vdj8 was doing since at that time there was no specific manual.
I suppose this is still the case.
I spent a lot of time looking at the mappings trying to understand their function.
Note:
I did have a problem with a DJ who is appearing at Creamfields later this year who was using my equipment for a set. She could not use her flash drives and Rekordbox since the xdj r1 functions in a different manner to the Pioneer cd-j's so she used vdj8!
She was ok!
No bad comments.
She just said "we got the job done".

there is a strong chance that the Jogwheels are incorrectly mapped in some custom mapping.
You can try ..
- to select the "factory default" mapping file from VirtualDJ Settings-->Controllers tab
- Remove (backup) any Pioneer-XDJ-R1 mapping files from /Documents/VirtualDJ/Mappers folder and restart VirtualDJ.
- Remove the settings.xml from /Documents/VirtualDJ folder
