Why they are for pro users? ;/ i hoped to download a little of effects to get music a little better :P

Since the launch of the v8 addons section the author of the addon chooses what groups they makes that addon available to.

VST effects could always be downloaded from elsewhere (assuming Home supports use of VSTs - comparison chart doesn't state).
