What is it with the sample editor,

If I tell it, that a sample has a bpm of 164 I want it to loop the entire sample and assume it's the bpm I set, currently it makes it's own mind where it cuts the loop. And when I pull the loop end to the actual loop end it changes the bpm.
Why is it doing this? I should be able to set any bpm and have any cut off point I like.

i have noticed the same and pretty much given up on samples that require beat matching can't seem to get it to set to a bpm and length i want. Even on loops that have been professionally created for programs like Sony Acid i have this issue so i am not sure what gives.....

I've found (its a messy method, I can't put my finger on,) If I set the bpm, and then add fractions of a beat, sometimes its a tiny tiny, sometimes it's not so tiny then the end will sit at the right place but I lose sync pretty quick, but something is a miss with it currently.
