Hey folks, what does it mean when a video played in either deck is smooth-as-silk, but when when played in the Clipbank plug-in, it's herky-jerky? (a technical term).

Make sure you have all the current updates.
There could be a number of reasons but the above will be a good starting point.
What type of file are you running in clipbank, try converting a file to HD WMV if you are not already using that format and report back please on results.
