Looks like you're trying to install it on a networked system where the home folder is on a shared server.
You should install it as a home user only.

The laptop is a school laptop and i wont let me install virtual dj, i got serato but it does not meet my needs

VirtualDJ is not intended for school/office network installations - It's designed for typical DJ use on stand-alone computers/laptops.
Also, your school most likely has a policy against installing unauthorised software. As a normal user, you will also probably not have sufficient permissions to install software.

the thing is i can install many other programs just not virtual dj and also my friend installed it as well
