I have windows 7 with a reloop mixage that I just purchased and have had about 2 weeks now. I noticed that in VDJ the filter does not turn the sound off at either extreme, as apposed to Traktor LE (the software mixage came with). Is there any way to change this?

Its a Filter not a volume/mute control.
I don't really know how Traktor's Filter works, but i don't think it would be wise for a Filter to completely cut off the sound.
If the default resonance Filter has not the desired operation, you could use any other similar effect and define the high-low frequencies manually.

it is actually pretty common for the filter to cut out the sound at the absolute high or low on the knob...makes a better transition. It does this in both traktor and serato.

I think instead of "Filter," you meant to say the "EQ knobs."......High/Low filters are not used in many transitions I can think of, like you mentioned, but EQ's are. EQ's frequently are "kill EQ's," where the entire frequency is cut off. These "EQ kills," are controller specific though. I've never used VDJ with only a mouse, so I cannot say if the built in EQ's are "kills" or not, but many controllers EQ's are. Some are not and ppl. do complain about that very issue......
Unfortunately, to get your desired outcome, you will need a controller and a full Pro version of VDJ.....

first of all, i am not talking about the EQ knobs. I know they can kill the entire desired frequency. I am indeed talking about the filter, or a filter-like effect maybe, but I am almost 100% sure it is the filter. Like I said, I have used the traktor s4 on traktor pro, as well as the novation twitch on serato and both times the filter killed the sound at the extreme highs or lows of the knob. But maybe I was mistaken and they were filter-like effects.
second, as I mentioned, i do have a controller (the Reloop Mixage) not just a keyboard, alongside VDJ pro 7.
edit: I also have traktor LE and it kills the sound as I have described.

It is just a different type of filter. There are many filter types.
In Virtualdj 7 the default filter is a "resonant filter', while the one you are talking about is an auto filter.
Auto filter combine a Hi-pass and a Low-pass filter in one knob.
You can find many advanced and good sounding filters of this type in our plugin section (Free for registered users).
