What does the command geterrormessage="true" mean?
is to find often and I can´t find any meaning

We use that for either the artist or the title textzone of a deck. You need at least one of those to have in a deck so that it shows the error message in case you load a faulty song.

You dont have to use that anywhere else..e.g. cuenames, loops, or any other textzone

In V8 the error message seems to appear automatically in the title text zone but not anywhere else even if requested using geterrormessage="true". Is this the designed behaviour?

geterrormessage isn't used by v8, and despite it being in the v7 skins I don't believe it was actually used by that either.
