Can someone recommend a midi controller (USB) that I can use almost with TIMECODE on windows XP (and then on Windows 7 when I get a new laptop) so that I can use my timecode CD's with my CDJ 800's but have all the commands for sampler, effects, cloning tracks, switching timecode etc all on a midi device with buttons etc...

I use a Reloop Digital Jockey 2, It's reasonable quality for the price... plenty of buttons and knobs, Although it only allows one input for timecode, so you would need an external soundcard. If you can get a Jockey 3 cheap on eBay that can handle 2 timecode inputs, and is of a much better quality than the jockey 2

I dotn really need that type of controller. I am using 2 CDJ 800's with a MAYA 44 USB sound card.. what I want is something USB I can set next to the mixer that will allow me access to all the VDJ functions.. I dont need it to have job wheels or anything.. kind of like NATIVE INSTRUMENTS X1 CONTROLLER (but I dont think that works on windows XP)

don't know about whether the X1 will work on xp or not... but windows 7 is just a download away and the X1 has already been mapped in HID....
another option could be the xone 1D, they are solid little controllers build wise, minimal led feedback, jog wheel is terrible but good for scrolling the browser, its got knobs, encoders, sliders and buttons.

A better option would be to wait for the xone k2 to drop, should be within a couple of months as it's already shipping in some countries
the zomo mc-1000 could be pretty good, not sure of the price or if it is released yet..
There is also the denon HC-1000, but I think I've read that it has issues operating in vdj, although it's natively supported so maybe that is fixed.
finally you could have a look at the vestax vfx-1 for minimal control
