so i was told to put in my serial number to be able to gain access to effects. and i put it in and it said serial number already registered and just did nothing..

Send A ticket 2 support and maybe they can Help you with that.
 
It means someone else has already registered your license - if it's a Pro license then contact support. If it's a license bundled with a controller then you could try support for the controller or VDJ support.
