I created my skin and made it a button with the action "eq_crossfader_low 25%". But why this action is not working?

The syntax of your action is correct. But note, that the above action affects the eq_crossfader NOT the eq itself.
So in order to view that change you need to implement eq_crossfader_low to your skin, or simply listen to the affect that makes to the sound.
Eq_crossfader_low 25% will actually cut some bass from the RIGHT deck (equal to deck 2 eq_low 25%), and eq_crossfader_low 100% will kill the bass from LEFT deck.
