Is there a way to toggle this via VDJ Script or Registry Tool?

Could you clarify exactly what you are trying to accomplish, please.
 
This is only possible if mapped to an VDJscript verb that supports this feature, or the controller itself supports this in its hardware (Some 4 deck controllers such as the new Hercules 4-Mx are designed this way.)

The following actions allow soft takeover - pitch_slider, volume_slider, gain_slider, crossfader_slider

There are currently no similar actions for EQ (E.g: eq_low_slider does not currently exist.) These may be added to a future version (Please ask in the wishes and new features forum.)
