In my case it's with TV output and s-vhs cable

Sounds like you have some inconsistency going on with your DirectX and video drivers. Try installing DirectX 9c again then re-install the video drivers again. Maybe even try installing in the reverse order in one is delivering a bad file to the sub-system.
