Want to do video mixing with my laptop and a dual output video card is recommended. Is there such a thing as an external dual output video card and if so does anyone have ideas on what I should purchase?

What laptop do you have, is it possible to change the card in the laptop? There are adapters on the market that will do what you want, I just don't know about them personally. Take a look here for some ideas.
