I love vertual dj so much but I don't know why I can't download plugins like samples, skins, sound effects................?

You have to buy a licence to be a registered user (Virtual DJ Home Edition, Virtual DJ Pro, Virtual Vinyl, Numark Cue...) =)
 
Plugins are generally reserved for registered professional edition users. If you own VDJ (or Cue) then register your serial and you can download them.
