I am new to the world of VirtualDJ and before purchasing any software, I always find out what hardware and what minimum requirements it must have to run it without problems.
I read the minimum requirements on the wiki

I have to buy my first PC and I ask you more experienced people:
- what type of PC should I choose? Notebook, Allinone, Mini PC..etc?
- which processor? Intel or AMD?
- what features should the sound card have?
- Windows 10 or Windows 11?

Up to you, how mobile do you need the rig to be, you'll get better results for your money with a traditional desktop but if your budget allows it you can get a serious strength laptop.
- what features should the sound card have?
Immaterial, most new controllers have their own audio interface.
- Windows 10 or Windows 11?
You won't find a new machine with win10.

There's also a consideration as to whether you want video/karaoke output and if you want to use realtime stems or not.

I am leaning towards a notebook that has a large 17-inch display or a 24-inch monitor with a minipc vesa box
the sound card is not important...ok
and for the operating system I know that today there are only PCs with w11, but if VirtualDJ gives fewer problems with w10, I could find a freedos PC and install w10

in the realtime stems thing should we consider a PC with a dedicated video card with 4gb of vram?

Go for a RTX xx60 upwards. The xx50 cards are weak and not really recommended. The more vRam the better performance.

more vram, 4GB is the absolute minimum and sometimes not enough.
