VideoTransition folder appears empty, but the drop down list shows all the transitions...they just do nothing. I go to install them and they show as installed but are not in the folder? uninstall/reinstall does nothing.
Also the video slider is not working either. I can only swap cameras using opacity control in the camera gui

It's been a really long time since transitions (and all other native VirtualDJ effects for that matter) stopped being external DLL files.
They are all build inside the software, so you won't see any files on these folders for ANY official Atomix plugin / transition.
Only addons created by users will produce DLL files inside those folders.
Therefore:
Your system has the transitions installed. If they don't seem to work, then you need to troubleshoot your Video settings. It's not that the effects/transitions don't work.
