I've have been trying to copy my history, playlists, etc...from my current laptop to my back laptop.
Backing up the current laptop then restoring it on the backup laptop doesn't seem to work.
Is there a way to do this so both would have the same information?

I've been doing this for years. All I do is copy the whole VirtualDJ folder and paste it to my backup laptop.
I make that both installs have this folder in the same location.
Then as long as your music folder structure is in exactly the same folder on both laptops then you should be good.

Best way is to use Backup/Restore within VirtualDJ
