Correct, when touched you probably need a bigger area to be able to touch the item you want accurately.

Ok If this is a feature the question will be about the dynamic config gear right side of the menu item (on over)
As it only displays while mouse is over, not with finger over or keyboard selection, when menu is open by touch, may be make it visible would help
Even if it does not display it is blindly usable though

It’s a feature of windows offering the 2 different menu sizes.
Explorer does this too.
