Is there a way to reread the ID tags of an entire library? The manual says this can be continually updated using the VDJ file menu, but I guess I can't find that either. But on the lighter side, I'm making progress!

Sorry, there's no way to do this automatically for an entire library (VirtualDJ will not re-read updated tags once a file has been added to the database and the tags have already been previously read), but you can do it for a selection of multiple files.
Simply hold down SHIFT and click the first and then the last file to highlight them. Then right-click and choose batch -> reload tags.
You can also press CTRL+A to select all files within the current folder.
NOTE: You could do this for all files by typing * in the search box (So it finds all files in your database), then press CTRL+A and then right-click -> batch -> reload tags, however if you have a large number of files, this could take some time.
