could it be white noise that you're talking about? http://en.wikipedia.org/wiki/White_noise
if i'm thinking the same thing you are, it's obviously just not plain out white noise. it's usually EQ'd and has different effects added onto it using a music producing program such as ableton, fruity loops, or something of that sort.
