Is it possible to enable scratching by using the jog wheels on the console version of vdj?

you could but please buy a pair of turns instead coz scratchin with a djc is a lot of unesserary work.
That means you need to work alot to make it sound good.
You could paly the songs in the sample section And the set the cf to cut Now ou are one step closer to real turns... But still a long way to go...
If u wanna be a turntabalist get a pair of turns and a pair of tcvs...

That is in djc ver of vdj bur it aint good.

I too would suggest not trying to scratch with the HDJC. Get some XP10s, timecode CD or timecode vinyl if you want to scratch.
