V8.5-64 b7183 bug when turning ON button and FX1

Perhaps your Audio Setup is missing the necessary deckfxsend/return lines ?

In the hardware tab I don't see the RELOOP ELITE option, I can't add the deckfxreturn either.

Are you on Windows or Mac ? Drivers installed on windows ?
If still no button to apply the default Audio setup, you can still press the LINE INPUT button to create 2 additional lines, then manually edit the line in 1 and line in 2 texts with the deckfxsend/return 1/2 texts as per manual.

When selecting the same effect in fx1 fx2 and fx3, when I want to turn on a single fx, all 3 effects are activated

you can only have one instance of a fx running on a deck. With downloaded fx you can get around this by renaming different instances of a fx, but inbuilt fx you can't do this.
