From Sampler Options (dot button in Sampler Sideview)-->Audio Output is set to Master ?
If so, perhaps the Sampler Volume is down and probably you dont get any VU Master activity either.

sampler is set to master and sampler volume is @ 100% ... i can hear the sample play and the VU meter moves.
also samples do record once recording has started. they will just not start the recording process.
i was under the impression wait for sound meant any sound including samples.

-Click start record
-Waiting for sound... appears
-Start a sample
-Recording starts
Do you also see the VU meter on the record page moving when you start the sample?

i am not clicking record ... I have Auto Start Recording enabled

recordAutoStart indeed only works by pressing play on a deck.
