Hello I tried to use 2 controllers ,how can I have diferent scratch settings for each controller?
Stanton SCS1d JogSensScratch 1225 ; JogSensCue 1.10
Vestax VCI-101.4 JogSensScratch 0.07 ; JogSensCue 0.07
is it possible to have both connected with each having their own settings???

No, i am afraid its not possible. The settings apply on all connected controllers. The sensitivity could be different if you could create your own custom definition and use different value for the "full" parameter of the jogs... http://www.virtualdj.com/wiki/ControllerDefinitionMIDIv8.html
