Both could work, and others too, but it also depends on what is the key that you are trying to map that way. Is that a slider, or an endless encoder. Which key of which device/controller is that ?
Btw, you can also use param_bigger, but if not mistaken, those 2 are just synonymous.

hmm, thats exactly what the default action is for the SHIFT+LOOP_PARAM encoder is and works fine.
