Every time I open the program my pc goes into a safe mode and my pc shuts down....Can anyone tell me why I can not use the program?

It might be also some faulty driver like Video or Sound card driver.
If it happens again, Go to Control Panel>System>Advance>Startup And recovery>Settings and disable "Automatic Restart" below, so the next time it will Pop up Blue Screen and the message what caused that critical stop, write down and post it here to help you more.
