How large is the VOB file? And, does that chipset support Hardware Acceleration? If, not then you probably won't get it to work.

Just to rule out a simple problem. Have you enabled the video in virtual dj?
In Virtual DJ, click on "config" in the top right corner.
Then go to the "video" tab.
Then under video out put, make sure the "activate" box has been checked.
If it hasn't, check it so there's a tick in the box, click ok and it should work.
You can also try selecting and de-selecting hardware acceleration in the video tab of the config page.
Also, windows vista has better support for basic video cards, so upgrading may well help if that's an option. Or upgrading the computer graphics card would probably be the best bet if you're really intersted in mixing videos.
