we should be able to have the video box float so we can place it anywhere on thescreen and also the ability to toggle it on or off.

Video box already can float - use it in window mode

Create a keyboard shortcut to activate and de-activate the video - there is your on / off
 
I think he is talkin about the preview screens that are built into the skin???
