Greetings you could not create Russian forum? At a forum many other languages, and here Russian is not present!

Yeah. There needs to be more than just one person of a certain language in order for there to be a Forum dedicated to just them. Also you will need same language Moderators.
Tell all your Russian friends about VDJ, purchase a whole bunch of them and then ask for a Russian Forum all together. :) Might work.
