i download an excert from a movie and save it in the effects and it doesnt seem to go there. all the original effects are there bell, etc. can i remove those and put in another one?

You speaks about sample and not about effect, a sample is in .wav and a effect in .dll. Then, puts your sound in the file "samples" (You don't have to remove any song)

For use, in atomixmp3, open the window :sample, and clicks in top of the slide to replace the sample which you wants.

Use your Windows Explorer, find the sound file you downloaded. Then move it to the samples folder.
