I have one question...
If I buy the Hercules DJ Console and if I buy Virtual DJ 1.07B will I be able to scratch with the jog wheel or is it disabled period?

Not exactly, the jog wheel will move the track but the ratio is between the physical movement and the track movement is not correct for scratching. You can with the joystick but it is quite tricky to get it right.
