What is the name of the jog part Which is used to slow down and speed up the song

No need to post the question twice

I don't think there is a defined name
Some people call it the "ring" or "jogwheel ring" or the "outer ring"

On a physical jogwheel (using a controller) usually the top surface is used for scratching/cueing, and the edge or rim is used for nudging tempo slightly.

On a skin, you don't have those two separate parts.

Many "nicknames" for it, often just nudge or bend (the song) .. if its just the outer rim.
If its the whole jogwheel, its often called "cd mode" (in contrast to "vinyl mode" that scratches)

For whole jogwheel, the action would be : vinyl_mode (on and off)
For nudging or bending the action would be : nudge or pitch_bend

Typically for a skin though you'd use the <scratch> xml element, and have a button to change between nudge/pitch (cd mode) and scratch (vinyl mode)
