i think those are part of the skin but i could be wrong.

The code is in the skin, but the drawing is done by (or from) the executable.
If you didn't want to see them, you could remove the code from the skin - but if you never wanted to see them, it would mean modifying every skin.
OTOH if there was a toggle in the config that could be switched to remove them (regardless of the code in the skin) then it could be achieved without any skin modification.
