I have installed Virtual DJ for the first time and am a new users. The online manual states there are default Filter folders but I have none. There is nothing under Filters nor a dot to expand that folder. I have reset to factory settings and still nothing.

So do yo mean you don't have the blue folder in this picture?
In that case, try resetting your root folder to see if you get it back.
You do that on the little dot on the bottom left on the screen:
