Pulselocker plugin added for pro users is a 9.99 and CU also 9.99 or both are under the price of CU 9.99 ?

Will the Pro plan allow you to cache songs in VDJ?

Yes. The cache is maintained by pulselocker though, so unlike the cache files of content unlimited they can not be moved around in the same way.

Pulselocker Standard is $9.99 a month, not for public use, no caching.
Pulselocker Pro is $19.99 a month, can be played for shows and can be cached.
