Which plugin should I use to boost the bass on master when there's a need to compensate the lack of subwoofers and 12" or 15" full range speakers are all you got? Turning up the bass knob increases too high frequencies while there are much better technologies and algorithms out there which really squeeze out the lowest frequencies. Which plugin / VST would you recommend?

You could adjust the filter thresholds so that the low frequency equaliser knob has a lower frequency cutoff?
 
For more fine-tuned control you could also use EQ10 or EQ30 plugin.
That way you still have the regular equalizer available for actual mixing.
 
In my opinion EQ30 is better.
