i guess my question is simple,if i buy the $99 controller license,do i need to purchase anything additional ?

controller licence only works with the specific hardware and is only to be used for non paid work.
short term it's cheaper if you only use that one piece of hardware,
long term it works out more expensive as if you upgrade your controller or want to add extra hardware [something like a dicer] then you'll have to get another licence.
99 dollars and you're good to go, but if you're thinking long term or looking at paid work the full pro licence is the best option.
