At the moment, no you can't control the speed of the text. There is a third party plug in that will allow that, and much more. It called TellyVisuals. It can be found here. This is the free version, a donation will get you free updates.

Showing TellyVisuals with a marquee panel with a VDJ video below it. Text and animated birthday cakes with shaded background and slight border scrolling by at user adjustable speed. Text has outline and shadow. I moved it up off the bottom a little.
Here is the layout file for it with scroll speed of 3. Layout files are self contained so they can be handed out like this and just work for anyone even if they don't have the animated birthday cake.

I asked about Text plugin because it works on the Mac. . .
I use bootcamp, but many of my colleagues do not, and this version of VDJ has important plug-ins that are not available, x mac user
