I used track cleaner (latest beta) to tidy up a track. Found an offensive word and applied censor, then saved. Ok, so far.
Played the track and the censor worked. But found a 2nd naughty at the 1:15 point. Opened the edit file and applied the censor. Well, the censor did not do it's job. The first one worked, but the second one (while present in the editor) did not apply when played back.
The work around was create a new one and overwrite the original.

I tried to replicate your issue but could not.
I added a Censor part, saved as Edit file.
Loaded the track , Censor worked.
Opened the same Edit file with Track Cleaner, added a 2nd Censor part. Saved.
Loaded the same file, worked both Censor parts.
Keep in mind that when you open the file again with Track Cleaner you need to press the CENSOR button and again in order to create a 2nd "red area" and at the end you will need to have 2 of them.

I can reproduce that...
I think it is related to loading the track.
If you unload and reload the track it won't be analysed and the changes are not applied.
After a restart of VDJ the 2nd cleaned part was played as expected.
Could reproduce it as often as I want. Tested it with 3 different tracks.
Always the same.
